Clerk's Office Overview

Duties & Responsibilities

The Charter Township of Emmett Clerk’s Office has administrative responsibility for Accounting and Elections. The Clerk’s Office is the official record keeper for the Township and is charged with the responsibility of maintaining those records delegated to the Clerk’s Office, including but not limited to: agendas, contracts, minutes, ordinances, special assessments and peddler’s permits.

The Clerk also serves as the Chief Elections Official for the Township and administers all elections, voter registrations, and maintenance of the Qualified Voter File. The Clerk serves as the chairperson for the Township’s Election Commission.

The Township Clerks Office also maintains the records for all three of the townships cemeteries.

The Clerk’s Office is also the Freedom of Information Act (FOIA) coordinator for the community and all requests for information under the act should be directed to them.  FOIA forms are available here and the rates charged for these services are available.

Township Clerk’s Statutory Duties

  • Maintains custody of all township records
  • Maintains general ledger
  • Prepares warrants for township checks
  • Records and maintains township meeting minutes
  • Keeps the township book of oaths
  • Responsible for special meeting notices
  • Publishes board meeting minutes (if taxable value is $65 million in 2005, annually indexed, or a charter township)
  • Keeps voter registration file and conducts elections
  • Keeps township ordinance book
  • Prepares financial statements
  • Delivers tax certificates to supervisor and county clerk by September 30
  • Must appoint a deputy
  • Must post a surety bond
