In 2022, the Board of Trustees created a Downtown Development Authority (DDA) in accordance with State Public Act 57 of 2018. DDAs promote economic growth within a certain boundary referred to as the “Downtown District.” Financing comes from property tax revenue increases on District properties (that is, increases from a designated point in time).
A Board of Directors is appointed by the Board of Trustees to plan and oversee DDA activity. The DDA shall first begin with establishing a development plan for approval by the Board of Trustees. The Board of Directors also annually prepares a DDA budget, among other responsibilities.
